Teachers work with their pay in doubt

CHESTER — One of Pennsylvania’s poorest school districts says it cannot afford to pay its staff amid an entrenched state budget stalemate.

A Chester Upland School District spokesman said Friday that officials there are exploring their options to find money.

The next payroll is scheduled for Sept. 9.
