Fugitive faces another warrant

Robert Amend

CHICORA — A second felony arrest warrant has been issued for the fugitive accused of shooting his girlfriend in Pittsburgh and later evading troopers in a getaway chase in Butler County.

But when either warrant will be served is unknown.

District Judge Lewis Stoughton of Chicora on Thursday signed the latest warrant for Robert Amend who has been on the run for nearly a week.

The move came after state police formally charged the 49-year-old Amend of Pittsburgh in connection with last weekend's high-speed chase.

Pittsburgh police previously obtained their own warrant for Amend's arrest just hours after he allegedly forced his way into his estranged girlfriend's apartment and shot her in the side and leg.

He tried to shoot her in the head, according to court documents, but missed.

The 40-year-old woman remains hospitalized but is expected to recover from her injuries, authorities said.

Following the shooting, Amend fled in his Hyundai Sonata. Police said he drove north to Armstrong County before traveling into Butler County.

A be-on-the-lookout bulletin was sent out to law enforcement agencies.

Trooper Ryan Hand was on patrol on Route 68 in Chicora when he spotted Amend's car traveling west. Hand made a U-turn, activated his emergency lights and siren and gave chase.

While speeding away, according to charging documents, the suspect passed two vehicles on the right berm in front of Snow's Polaris dealership.

Troopers in two other cruisers soon joined the pursuit “at speeds in excess of 100 mph,” the criminal complaint said.

During the chase, Amend allegedly was weaving in and out of traffic in both directions.

Police radioed ahead to another trooper at the Oakland Township Elementary School, where a spike strip was deployed in the westbound lane.

Amend crossed over the opposing lane in a bid to avoid the tire-deflating device. But his right rear tire struck the strip.

Moments later Amend turned into a driveway and went down an embankment into the middle of the Woodbine Oaks mobile home park in Oakland Township, police said.

He got out of the car and fled into woods north of the trailer park.

An intensive nine-hour manhunt followed to no avail. Police continue to search for Amend.

He is charged with fleeing or attempting to elude police, a felony, and reckless endangerment, a misdemeanor.

Additionally, he faces 15 traffic violations. Among those offenses are speeding, illegally passing other vehicles, numerous lane violations, careless and reckless driving and driving an unregistered and uninsured vehicle.

In the warrant out of Pittsburgh, Amend is charged with attempted homicide, aggravated assault, reckless endangerment and a weapons violation.
