Contract votes set for county

Arbitration deals must be accepted

Butler County commissioners will vote Wednesday to accept arbitration awards for two of the county's bargaining units.

The three-year contracts will be for the 98 corrections officers at the Butler County Prison — who are represented by the American Federation of State, County and Municipal Employees — and for the 10 assistant district attorneys and assistant public defenders — represented by the United Steelworkers of America.

For 2015, the units will receive a 2.5 percent increase. For 2016 and 2017, they will receive a 3 percent increase each year. The 2015 pay increase is retroactive to July 1 for corrections officers and retroactive to Jan. 1 for ADAs and APDs.

County solicitor Mike English said at the commissioners meeting Monday morning that the arbitration is legally binding and the commissioners have to accept it.

“You don't have an option,” English said at Monday's commissioner's meeting.

Commissioner Bill McCarrier, board chairman, said he expects to get some heat from the public, but he noted that the county does not have any choice.

Commissioner Jim Eckstein agreed.

“We did the best we could,” Eckstein said.

All county union contracts expired Dec. 31, 2014.

Once the commissioners accept these awards, four for the county's eight bargaining units will have their contracts settled.

In April, the county and the county's four detectives agreed on a three-year contract. In May, 55 administrative professional employees represented by Service Employees Internation Union Local 668 approved a four-year contract.

Three other units represented by SEIU Local 668 as well as the unit represented by the Probation Officers Association are not yet settled.

English said that the county is awaiting a decision by the arbitrator for the SEIU units that represent 67 court-appointed clerical and technical employees and 66 court-related clerical and technical workers.

The county has not been able to come to an agreement with the SEIU unit representing the county's 115 administrative clerical and technical workers and the 36 employees represented by the Probation Officers Association.

The three SEIU units that the county has not yet settled with rejected the same offer that the administrative professional unit accepted, which includes a 2 percent pay increase for the first year and 3 percent pay increases for the remaining three years.
