District places business manager on leave

KARNS CITY — The Karns City School District business manager was placed on paid administrative leave Tuesday.

Eric Ritzert, superintendent, said today the administration and the school board had concerns about details that business manager Linnea Lincoln presented in the district’s $23.8 million 2015-16 preliminary budget.

That budget is less than the current budget of $25.7 million.

An auditor is reviewing the proposed budget to check its accuracy.

Lincoln has worked for the district since January 2014.

Ritzert would not provide further details regarding the budgetary concerns, citing a personnel matter.

The school board on Monday approved the district’s preliminary budget, which includes anticipated property tax increases.

In Armstrong County, the current millage is 41.44 mills with a proposed 0.88 mill increase; the Butler County millage rate is 84.66 mills with a proposed 2.45-mill increase; and in Clarion County, the current tax rate is 42.28 mills, with a proposed 0.12-mill increase.

There still are some variables in the budget that are left up to the state to decide.

“If pension reform is passed, that would help us tremendously, as well as the cyber school standardization of rates,” Ritzert said.
