Dr. Richard 'Dick' G. Wiley

Dr. Richard “Dick” G. Wiley, 77, of Skaneateles, N.Y., passed away Monday in Singapore.

Born in Waynesburg, he moved to Onondaga Hill, N.Y., in 1963. He lived in Skaneateles since 1989.

“Wiley Bird” was in Singapore doing what he was passionate about — teaching a class on electronic warfare. He was co-founder, vice president and chief scientist of Research Associates of Syracuse (RAS) before his recent retirement. Before RAS, he was employed by the Syracuse Research Corp. and Microwave Systems, Inc. He was a captain with the U.S. Army Security Agency Special Projects Unit.

During his distinguished career, Dr. Wiley contributed to a number of national intelligence and electronic warfare efforts. He was the author of five books and more than 20 papers on the subject and was active in electronic warfare research. He was elected an IEEE Fellow “for contributions to radar signal interception and analysis.” He had more than 40 years of experience in ELINT/EW, specializing in signal analysis and receivers.

He was active with the Association of Old Crows (AOC) and presented dozens of highly regarded training courses to varied audiences all over the U.S. and in allied countries. He served as chairman of the AOC Professional Development Committee and in that capacity, managed all AOC training courses and the technical track at the annual AOC convention for several years.

He had a Bachelor of Science/Master of Science in Electrical Engineering degree from Carnegie Mellon University and a Ph.D. from Syracuse University.

An active member of the St. Luke's Episcopal Church, he also loved traveling and spending time with his family.

Surviving are his wife of 54 years, the former Jane Wilmes; his daughters, Laura (Pete) Braggins of Rochester, N.Y., and Martha (Frank) Dickey of Marcellus, N.Y.; his sons, R. Bradley (Kelly) of Onondaga Hill, N.Y., John (Gloria) of Marietta, N.Y., Tim (Mame) of Marcellus, N.Y., and Jim (Jackie) of Spencerport, N.Y.; his sisters, Nancy (John) Book of Slippery Rock and Susan (Don) Holtgrieve of Eugene, Ore.; his 13 grandchildren; his two great-grandchildren, with one on the way; and several nieces, nephews and cousins.
