PITTSBURGH — A man is in custody after he allegedly fired a rifle at a neighbor hanging Christmas lights before holding police at bay for several hours inside his suburban Pittsburgh home.

Munhall police said they don't know why 53-year-old Richard Carter fired at the neighbor Saturday afternoon, although Chief Patrick Campbell says Carter has mental health issues that police knew about.

The victim, Donald Lesser, suffered a cut lip, which police say was caused by a ricocheted shot fragment.

Afterward, a SWAT team persuaded Carter to surrender.

Carter told reporters he was mad at Lesser for personal reasons and problems.

BRADFORD — Police plan to charge the mother of three children who were rescued from a burning car in northwestern Pennsylvania after she left them to go shopping inside a Walmart.Foster Township Police Chief Tom Munn said Sunday charges will be filed against the 32-year-old woman, possibly as early as Tuesday.Munn says it's extremely lucky the children, ages 10, 3 and 2, weren't hurt in the Friday afternoon incident.He says passers-by in the parking lot rescued the children from the unlocked sport-utility vehicle. He says the 10-year-old had been playing with a lighter and accidentally set some papers alight.

AMBRIDGE — Police say they've arrested a man on parole for aggravated assault in connection with a series of armed robberies outside Pittsburgh.Rodney Edward Michael was charged Friday with attempted homicide, robbery, theft and aggravated assault in connection with the Ambridge robberies.Police say the 28-year-old attacked two men at knifepoint in separate incidents Wednesday and threatened two men with a BB gun during a robbery Friday.Michael is jailed in lieu of $100,000 bail. Court records didn't list a lawyer for him. A preliminary hearing scheduled for Dec. 11.
