HARRISBURG — State lawmakers received more than $2 million for their lodging and meals during fiscal 2012-13, with the bulk of the taxpayer-funded reimbursements not requiring any receipts.

Lawmakers spent about $1.8 million for per diems — the daily allowances for lodging and meals that are tax-free and require no receipts — and nearly $200,000 more for lodging and meals which require receipts.

Senators received reimbursements of about $5,700 on average, while House members averaged about $8,500.

KITTANNING — Firefighters allowed an empty houseboat to go over a dam on the Allegheny River over the weekend.Authorities in Armstrong County were called at 10 a.m. Saturday about the vessel, which was above Lock & Dam 7 at Kittanning in the river.Crews from two Kittanning fire departments used boats to reach the houseboat but found no one aboard. Kittanning Fire Department No. 1 chief Gene Stephens said the houseboat was “destroyed” inside and was presumably abandoned.He said because it was close to the dam, and their small boats wouldn't have the power to tow it, the fire crews decided to let the vessel go over.Stephens said Pennsylvania Fish and Boat Commission officials were notified.

SHOEMAKERSVILLE, — A man ran from a Pennsylvania industrial plant with his clothes on fire, but a passing motorist helped douse the flames in a bank of snow.The Reading Eagle said that 47-year-old Robert Geisinger of Hamburg ran from the Wolfe Dye & Bleach Works at about 1 p.m. Saturday.Kerry DeLong of the Shoemakersville Fire Company said Geisinger was flown by helicopter to Lehigh Valley Hospital. His condition was not immediately available.The fire was the third in four months at the fabric-bleaching plant, which is about 12 miles north of Reading. DeLong said the plant sustained significant damage.

MONESSEN — The Salvation Army is asking for help after Christmas toys were damaged by flooding.Salvation Army Lt. Susan Thwaite says melting snow and heavy rains on Saturday clogged the drains in the Monessen Worship Center's basement, and about 300 toys that were scheduled to be distributed today were ruined.Thwaite said the organization doesn't have the funds to replace the toys that were lost. This year's kettle drive also came up short.

PITTSBURGH — A flood advisory is in effect for the Ohio River in Pittsburgh until Wednesday afternoon. The National Weather Service said on Sunday the river is expected to crest at about 21.9 feet early this afternoon, and fall back below 18 feet by Wednesday morning.The Mon Wharf parking area begins to flood when the river reaches about 18 feet, while the North Shore Riverwalk starts to flood at 19 feet.

LITITZ — Authorities in central Pennsylvania have released the name of a man shot and killed by a police officer during a confrontation inside a home over the weekend.The (Lancaster) Intelligencer Journal said that Lancaster County officials on Sunday identified the man as 22-year-old David Giliberti.Police in Lititz said an officer responded at about 3 a.m. Saturday to a reported dispute between and a woman and her grandson.Police said Giliberti reached for an officer's holstered gun and continued making threats after he was hit with a stun gun, and later lunged at the officer with a large knife.The officer fired several times, and Giliberti was pronounced dead at the scene.

PITTSBURGH — Almost 10,000 people in Western Pennsylvania were without power after high winds knocked down trees and power lines.West Penn Power said that over 9,300 customers were without power at 10 a.m. Sunday.Spokesman Tom Kearney attributed the problems to downed lines caused by rain-sodden ground and 50 to 60 mph winds that moved through the area Saturday night.The hardest-hit areas were Allegheny County, Crawford County, Venango County, and Washington County.
