MIDDLETOWN — A northeastern Pennsylvania man who won nearly $38 million in the Powerball lottery said Monday that he bought his lucky ticket on a whim, using spare change to bet on a computer-generated number.

“I’m a very sporadic player, a few times a year,” Steven Lloyd said at a news conference at the Pennsylvania Lottery headquarters. “I normally only play the lottery when it’s over $100 million.”

Lloyd, 51, appeared more than satisfied with his $37.6 million prize even though 25 percent will be withheld for federal income tax.
