HARRISBURG — Pennsylvania's tax collections remain behind expectations, although that may be partly by design.

The Revenue Department said Tuesday that October's collections lagged expectations by 3.6 percent. The state also happens to be 3.6 percent behind expectations, or $282 million, four months into the fiscal year.

The Pennsylvania Budget and Policy Center says some of the underperformance may be attributed to revenue estimates that predict a larger share of annual revenue coming in during the first half of this fiscal year than estimates of the past several years.

Contributing to the year's shortfall are corporate taxes, which were $143 million behind, and personal income taxes that were $135 million behind.
