Please watch the PBS special on the Civil War by Ken Burns. Again, I tout Netflix. It's on there - instant stream, all dozen or so episodes can be watched back to back. The 600,000+ Americans who died during the Civil War did not die in vain. Federal law trumps state law, period. The FCC's authority is greater than any state authority and it has been that way for the past 150 years.
