HARRISBURG — Gov. Tom Corbett said Wednesday he plans to nominate a recycling industry official to be the next secretary of the state agency that manages Pennsylvania’s public forests and state parks.

Richard Allan, 57, of Camp Hill, has been the director for Pennsylvania, Maryland and Delaware members of the Institute of Scrap Recycling Industries for 20 years.

The Department of Conservation and Natural Resources has been at the center of the debate over Marcellus Shale natural gas drilling, with exploration companies interested in leasing state forest land not already leased.
