I was talking to someone the other day and they told me that maybe the person didn't buy the cigarettes with the Food Stamps, but had 'cash' on their card as I guess they sometimes do to buy other things, ie... toilet tissue, etc. Just a thought. Thanks for all the posts and comments. It's nice to know that I am not alone in my thoughts.
