Harmony joins Zelie in emergency declaration
HARMONY — Harmony has joined Zelienople as communities that have declared states of emergency because of the overnight flooding of roads and residences.
A major effect of such status is to circumvent the bidding process during the emergency so the municipalities can make purchases more quickly.
