The vast majority of the natural gas removed from the Marcellus Shale deposits will be moved and sold out-of-state. Therefore, even if the companies do choose to pass costs onto PA citizens (which, if I'm not mistaken, is unlikely given that there are regulated caps on energy costs), it won't matter much.
