WILLOW GROVE — A suburban Philadelphia township is considering whether to fine people who don't lock their car doors.

Commissioners in Upper Moreland Township are debating an ordinance that would require people to lock their car doors when parked in public areas — or face a citation and a $25 fine.

Police Chief Thomas Nestel said since 2008 three-quarters or more of each year's reported thefts in the township are from cars left unlocked.

HARRISBURG — Pennsylvania's top judge is asking legislators to pull the plug on confirmation proceedings for two judges because he says the judicial branch doesn't need the expense of paying them.State Supreme Court Chief Justice Ronald Castille doesn't want the state Senate to confirm the judges for Washington and Bucks counties. He said the judges aren't needed and would keep the jobs empty while the judicial branch battles budget problems.
