PITTSBURGH — Pittsburgh Public Schools are getting $39.5 million from the federal Teacher Incentive Fund to help pay for its Empowering Effective Teachers plan.

The district earlier this year accepted a $40 million grant from Microsoft founder Bill Gates' foundation, which will also help fund the new program, which changes the way the district hires and evaluates its teachers. The district and its teachers' union co-authored the plan.
