EVERSON — A man was jailed on charges he head-butted and twisted the legs of his 7-week-old son because the baby would not stop crying.

Phillip Silvers, 31, of Everson was jailed after his arraignment Tuesday on charges including aggravated assault and child endangerment.

State police say the incident occurred Sunday, before the child's mother returned home and found Silvers suctioning blood from the boy's nose. At that time, police say Silvers told the woman he had accidentally head-butted the child in the face.

Police say Silvers has since acknowledged doing that on purpose. The baby is at a Pittsburgh hospital with fractured legs and other injuries.

Online court records don't list an attorney for Silvers.

BALDWIN — Police said an officer shot and killed a man who pointed a high-powered rifle at another officer and threatened to kill her.Baldwin Police Chief Michael Scott said Edward Zevola, 61, was killed by a single gunshot. He said officers had been called to the home shortly after 9 p.m. Tuesday by a report of a domestic dispute and found Zevola sitting outside on lawn furniture with a high-powered assault rifle.Scott said Zevola told the female officer he didn't want to shoot her but was a Vietnam veteran and would shoot her in the head rather than in her bulletproof vest. The police chief said the officers were still trying to calm Zevola down when he pointed the gun at the female officer, who was about 20 feet away, and the other officer fired.

HARRISBURG — The city of Harrisburg notified bond trustees it cannot make a payment coming due this month on its regular general obligation bonds.Mayor Linda Thompson's interim chief of staff, Robert Kroboth, told trustees in a letter Monday the city's financial situation "precludes us from making any transfer ... for these debt service payments at this time."Kroboth said the city was developing "a comprehensive plan to meet its debt obligations in the near future."The payment for nearly $3.3 million on a 1997 debt refunding is separate from massive debt payments on a costly overhaul to the city incinerator that has threatened to drag the city into bankruptcy.
