I have seen dirty diapers laying in parking lots! I don't think the police ever fine anybody for littering. Just go for a drive and you will see what I mean...but smokers are the worst. I have been on to some of the most beautiful scenic areas in the world only to look down and see cigarette butts. You can't even walk on a beach in your bare feet without stepping on butts. Last week I stopped a woman on her way in to Walmart and told her she dropped something after she dropped her butt in the parking lot. She asked what it was and I said I wasn't sure, I just saw something fall ;-). She was so used to dropping butts that she actually thought she dropped something and left the store to go look! LOL!
