Get yourself a surveillance camera.If people are that rude they deserve to be caught and fined for illegal dumping.I own a dumpster. I have caught numerous people putting their garbage inside and their grass clippings around it(too lazy to even put it inside. It's real simple to catch folks if you have a camera installed somewhere. simply attach it to your computer and you can review everything at your leisure.I caught one lady dumping grass clippings got her license plate number and gave her the option to pay me $1000.00 for illegal dumping or go to jail.
