HARRISBURG — Harrisburg police began enforcing a cell phone ban on hand-held cell phone use behind the wheel Monday. Fines start at $100 for the first offense and top out at $1,000 for the fourth and subsequent violations.

Harrisburg police Chief Pierre Ritter said signs will not be posted advising motorists of the ban, so officers will use discretion when dealing with out-of-towners.

Police issued about 200 warnings in February as they prepared to enforce the ban.

ALBION — A man has gone to court over a borough's recent policy banning guns in some borough-owned buildings and on land containing wells feeding the public water system.Dan Galena of East Springfield filed a private criminal complaint against the borough of Albion and local officials over the policy, which he says violates Pennsylvania's constitution and state law barring local governments from regulating firearms.

WASHINGTON — Rep. Darrell Issa, R-Calif., is asking the federal Transportation Security Administration to explain its policies on screening disabled travelers after learning a boy was allegedly forced to take off his leg braces during screening at Philadelphia International Airport a year ago.Issa, the ranking GOP member on the House Oversight & Government Reform Committee, said he wants to see materials on the handling of the incident involving Ryan Thomas, 4, as well as other passenger complaints. Bob Thomas, a police officer in Camden, N.J., said a screener told his son to take off the braces, which he wears because he is developmentally delayed.
