HARRISBURG — A state association of home builders and several private developers are suing Pennsylvania over its residential and commercial building codes.

The lawsuit filed Tuesday by the Pennsylvania Builders Association and others says recent updates to the codes will increase the cost of construction and hurt homebuyers.

They are seeking a court injunction reversing the changes.

The suit says the changes were written by the International Code Commission and adopted Dec. 31 by the state Department of Labor and Industry.

The plaintiffs say that violates the state Constitution because the Legislature cannot delegate its lawmaking authority to a private person or group.

They also say a state panel empowered to make recommendations to the governor on new codes did not have a chance to do so.
