PITTSBURGH — The American Civil Liberties Union says a group that organized protests during the Group of 20 economic summit in Pittsburgh won't pay a $6,300 bill for police services.

ACLU attorney Vic Walczak says the Thomas Merton Center considers the bill an unlawful fee on free speech.

The bill is for what the city considers the center's share of the cost for extra police during the protests in September.

Walczak says some protest groups sued the city in 2003 to overturn an ordinance that required them to pay for city police and other workers. Walczak says rules developed after that suit exempt First Amendment groups from such fees if they can't afford it.
