HARRISBURG — State officials say Pennsylvania's online unemployment compensation filing system is down but is expected to be functioning properly soon.

Department of Labor and Industry spokesman David Smith said the system had a technical failure on Sunday but should be back up and running today.

The system handles first-time claims and the recurring claims people have to file every two weeks. Anyone who files by the end of the day Wednesday should get paid on Friday.

Smith says callers flooded the unemployment call centers Monday.

The online system is at www.uc.pa.gov. The phone number is 888-313-7284.

PHILADELPHIA — A Philadelphia man died in an emergency room waiting area over the weekend. Police say some people noticed him, but robbed him instead of getting help.Around 10:45 p.m. Saturday, a 63-year-old man went to the emergency room at Aria Health's Frankford campus with chest and arm pains.But police Lt. Frank Vanore says when three people realized the man was unconscious, they stole his watch instead of going for help.Hospital personnel were alerted. The victim was pronounced dead shortly after midnight.One man, 44-year-old Richard Alten, was arrested at the hospital in northeast Philadelphia. Police are looking for the other suspects.Investigators are reviewing surveillance tape.

BRIDGEVILLE — A Pittsburgh-area man has been ordered to stand trial on charges he kicked a puppy to death because he was upset the animal wouldn't behave before the start a Pittsburgh Steelers game.William Woodson, 22, of Bridgeville, was held for trial on animal cruelty and conspiracy charges at a preliminary hearing Monday.Witness Mario Belcastro testified that he saw a black object sail through the air outside his window on Nov. 22, then heard a woman yell "he killed my dog." Belcastro said he went outside and saw a man hurl the puppy in the air.Woodson's girlfriend, Christine Gielarowski, is also charged with cruelty to animals, hindering apprehension and prosecution and providing false identification to police. Her hearing is Dec. 7.

YORK, Pa. — The Salvation Army says someone dropped a gold coin worth more than $1,000 in a collection kettle in south-central Pennsylvania.York Salvation Army Maj. Lurlene Mudge says the South African gold Krugerrand was wrapped in a $1 bill and later discovered in counting the collections. It was placed Friday in a kettle outside a Kmart store in Springettsbury Township, just outside York.Mudge says the coin is a morale booster for the people who ring bells by the collection kettles. She says it's been two years since the York Salvation Army got a gold coin as a donation.

HARRISBURG — Pennsylvanians can now make appointments at one of the 60 state health centers to be vaccinated against the swine flu virus.The state Department of Health said Monday that the vaccine will be available to members of a priority group who cannot get the vaccine through their doctor.The vaccinations are being offered Tuesday through Thursday this week. Appointments can be made at the Web site, www.H1N1inPA.com by looking under the "What's Hot" section. People who want the shots can also call 877-PA-HEALTH.
