Pennsylvania's Low-Income Home Energy Assistance Program (LIHEAP) will begin accepting applications for cash grants Nov. 2. Crisis grants will be available Jan. 4.LIHEAP helps low-income people pay their heating bills through grants. Cash grants are based on income, family size, heating fuel and region.
