Please share how you know that "the administration has faced such a poor applicant pool?" There are hundreds, upon hundreds of applicants applying for teaching positions. And you have no idea of the intelligence level of the teachers who can "barely speak English." I would like to bet they are smarter than you. How many foreign doctors have you encountered that can barely speak English?? They are smarter than you will ever ]be. And i'm not sure to which teachers you refer are "talented, dedicated" because of the one's I have had experience with are a bunch of crap. And if it's all about the money (which it is apparent it is), I think teaching was the wrong career choice.
