A national sales tax could do what you say. If you spend $6000 per month a (how many do?)a 4% tax would be $240.00 I don't spend near that much but my insurance premiums total $347.60 per month. Even if you annualize the tax on a major purchase, say a car, over the length of the loan you would still be ahead. Point being, everyone pays something according to their status. Common knowledge, or at least it should be that those of us with insurance pay for those that don't.
