JEFFERSON TWP — A Harrisville man's proposed racetrack is on hold until more prep work is done.

Before a crowd of nearly 200 people, the township planning commission Thursday rejected Brett Neupert's plan for a quarter-mile track on his parents' 40-acre farm on Neupert Road.

Evelyn Gross, planning commission chairwoman, said Neupert must meet various conditions before resubmitting his plan for a Micro-Sprint car racetrack. These conditions include the submission of a stormwater management plan and the building of a structure for bathrooms.

Gross said state building code requires Neupert to do more than his planned portable toilets. His current plan entails only the racetrack and bleachers as being permanent fixtures.

Everything else, including food vendors, would be portable at Neupert Raceway Park.

Gross said nothing can stop the racetrack if Neupert resubmits his plan with all conditions met.

"We are obligated to pass this plan," she said.

Most of the people in attendance opposed the racetrack.

Butler attorney Larry Lutz, who was hired by resident Bob Corbett, said those protesting the racetrack are concerned about noise, dust, traffic and property values being lowered.

Neupert said racing would be restricted to Saturdays from 5 to 10 or 11 p.m. The racing season would be from May to August or September
