You don't need to make personal attacks against people you don't really know. As for the tech ed teacher lining up a person to take over tech director for the musical, it is not his job to do so. It is the district's job to find employees and they found someone to replace him. The point is, no matter how much new teachers CARE about the students, there is a learning curve that needs to be met. Once the new teacher's learn how to manage a class and what best practices to use, they will take the knowledge elsewhere in 3-5 years and the school will need to hire all new talent who will again need to learn the ropes. Your children will be their experiment before they become proficient. No matter how much those new teachers care, they still won't do the best job possible until they gain experience. And you will find that while these new teachers care about the students, they will also care about their bottom line. They will move on.
