There are select members of the public in attendance at negotiations sessions. They are the members of the school board. They are elected to serve that purpose (when they choose to attend).

I happened to be at the board meeting you describe. That entire episode you describe should have been shut down immediately as it violated the proceedings of the meeting. But the president never even picked up his gavel. Just another example of how the board is willing to let things 'slide' to serve the purpose of raising emotions and undermining the negotiations process. Let the board and teachers' negotiations teams meet and work this out.
