What about this for a "Downtown Plan". Have the Mayor or some of the more influential leaders in Butler, dial up Wal-Mart. Propose to put a Wal-Mart in downtown Butler, PA - but with a few conditions. Agree to populate the existing vacant stores and refurb them as a single themed store. For Example, the Sporting Goods Section would be located with its own store front (name it Kilpatricks). The same with shoes. Call it a Millers Shoes and let the folks at Millers run the store. Do this with every vacant store front on main street. Then build free parking behind each store. Once you have this in place, Cummings can become the Starbucks of Main Street and the local bank or gas station will prosper - not to mention the restaurant business's. Heck, maybe the Penn Theater can get a facelift and folks can start going to movies in a place that's not located in a mall.
