HARRISBURG — An outdoor smoking ban at Pennsylvania's 14 state-owned universities is the focus of a state labor board hearing.

The State System of Higher Education's faculty union filed an unfair labor practice complaint over the ban imposed in September by Chancellor John Cavanaugh.

The Association of Pennsylvania State College and University Faculties said the system should have negotiated with the union before making the change. The Pennsylvania Labor Relations Board scheduled a hearing on the complaint for this morning.

Cavanaugh ordered the outdoor ban in response to a new state law that bans smoking in most indoor spaces, including educational facilities. He said he interprets the law to include all campus grounds.

BEAVER — Twelve geese have been killed in a controlled hunt at a Beaver County park.Hunters were allowed inside Bradys Run Park on Monday morning in an effort to reduce the number of the geese in the park. Officials estimate there could be more than 300 geese there and they say the geese droppings leave the area a mess.Twenty hunters showed up for the hunt. They were allowed to hunt from five different places around the park's lake.County officials plan to hold more hunts over the next few weeks to try to further thin the number of geese.

PHILADELPHIA — A licensed gun dealer who stopped for dinner on his way home from a gun show had more than $200,000 worth of machine guns, sniper rifles and other weapons stolen from his pickup truck, authorities said.The Bureau of Alcohol, Tobacco, Firearms and Explosives on Monday offered a $10,000 reward for information leading to an arrest and conviction in the case.The dealer had just left a gun show at the Valley Forge Convention Center on Sunday night and had stopped for dinner in King of Prussia on his way home to the Pittsburgh area, according to police.When he returned to his pickup, he found that the guns had been stolen, police said. He reported the guns missing around 8:30 p.m.

WILKES-BARRE — A 19-year-old woman is getting nine to 18 months in state prison for vandalizing a synagogue.Nora Rynkiewicz of Factoryville apologized in court at her sentencing Monday. Wilkes-Barre police said and a female juvenile spray-painted references to Nazi Germany on the building of Congregation Ohav Zedek in March.A judge said she must serve two years of probation following her prison sentence. She also must pay $8,500 in restitution and the cost of prosecution.

SOMERSET — The Pittsburgh Zoo & PPG Aquarium's 29-year-old bull elephant retired to the zoo's new International Conservation Center in Somerset County.Jackson made the 2½ trip from the zoo Wednesday in an 18-wheel tractor-trailer with a reinforced ceiling and sides.The Philadelphia Zoo plans to send two female elephants to breed with Jackson at the sanctuary sometime next year. Jackson has fathered five calves at the Pittsburgh Zoo.Jackson will have a stall and eventually run free in a five-acre exercise and grazing area at the 700-plus acre conservation center.
