STATE COLLEGE — Police are reviewing surveillance video of an out-of-control street celebration after Penn State's big win Saturday night and plan to file charges against fans who threw beer cans at police, tore up street signs and broke a police car's windshield.

Football fans poured out onto the street moments after Penn State's 13-6 road win over then-No. 10 Ohio State and the crowd grew to about 4,000 people, said State College Police Chief Thomas King.

The celebration was peaceful for about 15 minutes, but devolved quickly.

Overall, property damage was estimated at $5,000 to $7,000.
