HARRISBURG — A Pennsylvania state employee union says it's fighting an outdoor smoking ban at the campuses of 14 state-owned universities and wants the system's administration to negotiate changes to the policy.

The American Federation of State County and Municipal Employees says it filed a demand to bargain with the State System of Higher Education. The union represents about 2,500 maintenance, dining hall, skilled labor and clerical workers.

As of Tuesday, the system's faculty union hadn't decided yet whether to take any action.

NEW CASTLE — A Western Pennsylvania judge has dismissed a wrongful-death suit against a teenager accused of delivering drugs to another student who overdosed.Lawrence County Judge Craig Cox says 17-year-old Erica Jo Million was culpable in her own death because she bought and ingested the oxycodone. She died in February 2007, five days after overdosing.Seventeen-year-old Joshua Stewart was found delinquent in February of providing the pills to Million and placed on probation. He was also expelled from New Castle Senior High School.Stewart denies selling the drugs and says he was framed by other students who lied about how Million got the drugs.
