PITTSBURGH — The new Siberian tiger cub at the Pittsburgh Zoo & PPG Aquarium is an achy, breaky heartbreaker.

The cub, born on Mother's Day, has been named Billy Ray — after country music and television star Billy Ray Cyrus.

Zoo officials say the donors who paid to name the animal did so to honor a deceased family member who was a big fan of Cyrus.

The cub's development has attracted attention because caretakers have been hand-feeding him since birth. That's necessary because his mother, Toma, has refused to nurse the now 30-pound cub.

GREENSBURG — A Western Pennsylvania school district is finding it difficult to collect a "pay-to-play" student activity fee for students who want to play sports or participate in other activities.The Hempfield Area School District enacted the fees instead of a property tax increase. Students must pay $20 to participate in clubs, use a computer lab or use fitness centers. Student-athletes, cheerleaders and band members must pay $50 to participate.But, so far, only about 36 percent of students have paid the fee, which was expected to raise about $70,000 for the district's general fund.
