HARRISBURG — Gov. Ed Rendell, despite pressure from gun dealers, decided Tuesday not to delay a database upgrade that will halt Pennsylvania firearms sales for three days.

The Democratic governor said the shutdown to allow work on the criminal history database would last one day less than previously announced. The Pennsylvania Instant Check System will be down from 6 p.m. Sunday and return to operation at 6 p.m. Sept. 5.

"It is clear that there will never be an ideal time to temporarily shut down the system so we can make changes necessary to ensure the system continues to be safe and useful," Rendell said in a written statement issued late Tuesday.

State police notified gun dealers of the computer work earlier this month, but the issue came to the fore after lawmakers who head the sportsmen's caucus wrote Rendell to protest, particularly because it coincided with the first few days of dove and Canada geese hunting season.

ERIE — A man was hauled off to jail Tuesday after showing up drunk at his sentencing for endangering two of his grandchildren, one of whom had starved to death. The judge postponed sentencing for Larry Peace and held him in contempt of court.Peace, 56, was living with the 7-month-old twins and their parents in Waterford Township when one of the boys, Nathan Rosier Jr., was found dead in October. Tyler Rosier, the other twin, was also found to be malnourished, but survived.Peace pleaded guilty in July to two counts of endangering the welfare of a child.Authorities charged Peace because they said he had a legal obligation to notify authorities about the condition of the boys, but did nothing. The judge had sheriff's deputies administer a test that showed Peace's blood-alcohol content was 0.119, above the 0.08 limit for drivers in Pennsylvania. The boys' mother, Crystal Peace, 20, was sentenced to state prison in June. The boys' father, Nathan Rosier Sr., 21, is awaiting trial on involuntary manslaughter and child endangerment charges.
