PITTSBURGH — A Washington, D.C., trade association is fighting a plan to tax alcoholic drinks in Allegheny County.
The American Beverage Institute said it isn't fair to ask restaurant and bar owners to help the debt-ridden Port Authority of Allegheny County.
County Executive Dan Onorato wants to use a 10 percent drink tax and a $2 a day rental car tax to raise about $30 million a year for transit services.
That would enable the county to qualify for additional state transit money and make sure the county no longer uses property taxes to pay for transit, Onorato said.
The group has distributed 30,000 drink coasters to areas restaurants in the county. The coasters reference a Web site — wwww.notdrinktax.com — that encourages drinkers to tell Onorato "to find another way to finance his big government budget."
PITTSBURGH — William "Mugsy" Moore, Pittsburgh's first black police chief, died Monday. He was 81.Moore died at UPMC Presbyterian hospital after suffering from cancer, renal failure and pneumonia, his daughter, Jo Harding of Penn Hills, told a Pittsburgh newspaper.Moore was named police chief in 1986 by the late Mayor Richard Caliguiri. When he became a city police officer in 1951 black officers were barred from driving radio cars or from walking beats downtown."I was black before I was a police officer," Moore said in a 1986 story in a Pittsburgh newspaper. "I think it's important for me to identify myself as black. Black youngsters should recognize that I'm a part of their heritage, their culture."Moore resigned just 13 months after being named chief, however, claiming he was left out of important police decisions and that he was just a "token."Pittsburgh's current police chief, Nate Harper, is black, as was Earl Buford, who served as chief from 1992 to 1995.
