NEW YORK - Baseball players are willing to again toughen the sport's drug policy, offering to accept a 20-game penalty instead of 10 days for first-time steroid offenders along with tests for amphetamine use.The proposal, outlined Monday in a letter from union head Donald Fehr to commissioner Bud Selig, fell short of what management wants.Fehr's letter came ahead of Wednesday's congressional hearings on steroids in sports, the latest in a series of sessions on Capitol Hill. Selig and Fehr are expected to join the commissioners and union heads of the NFL, NBA and NHL in testifying about legislation to standardize testing and punishment policies.

PITTSBURGH - The mayor of suburban Forest Hills was arrested outside the Pittsburgh Steelers game on Sunday.Raymond J. Heller Jr. was charged with public drunkenness and defiant trespass, authorities said.Police said Heinz Field security refused to let Heller into the stadium because he was drunk and arrested him when he refused to leave the property.Heller could not immediately be reached for comment Monday and it was not clear if he had an attorney.

NEW YORK - Jets quarterback Chad Pennington will miss the rest of the season because of a torn right rotator cuff.Pennington's injury was confirmed Monday by a person with knowledge of his condition, but who declined to be identified because the team had not made an official announcement.An MRI exam showed Pennington tore his rotator cuff for the second time in less than a year in Sunday's 26-20 overtime loss to Jacksonville. Backup Jay Fiedler also damaged his shoulder Sunday and will be sidelined, leaving third-stringer Brooks Bollinger to play quarterback against Baltimore this weekend.

TUCSON, Ariz. - Arizona center Shawntinice Polk, a three-time all-Pac-10 women's basketball selection and two-time honorable mention All-American selection, collapsed at McKale Center and later died.The 22-year-old player's death was caused by a pulmonary blood clot, a rare fatal occurrence for a healthy woman of her age.The 6-foot-5, 225-pound senior had not been working out or practicing when she collapsed about midmorning.
