Work on roof, codes given green light in Seven Fields

SEVEN FIELDS — Borough council approved bids on Monday for work on the borough building's roof and the codification of the borough's ordinances.

Council members voted to award a bid for a metal roof on the borough building to Burns & Scalo Roofing for $141,904. Borough Manager Tom Smith said several thousands of dollars have been spent in recent years to make repairs. He noted the building was built in the mid-1990s.

Council also voted to award a $15,205 contract to General Code for codification of the borough's ordinances.

Michael Peter of General Code said the company will review all codes and organize them by topic into an online database. During this process, codes that conflict with one another as well as ones that have been amended over time are identified and rewritten with all information included.

The online database will allow for borough officials and residents to more easily search for ordinances. Officials said this will make that research easier, and could also help cut down public records requests.

Smith said the borough has considered codifying ordinances for about five years, even accounting for the work in past budgets. However, it has been put off due to other expenditures.

“I think it's time,” he told council, adding that $20,000 was earmarked in the 2019 general fund budget for capital improvements.

Councilman Brian Trimble said the final product will have a positive impact.

“I think it will help our residents and prospective residents who want to move into the area,” he said.

The codification process will take about two years, and Peter said if the borough adheres to deadlines along the way, the project will stay on track.

Also on Monday, Smith announced dates for summer celebrations in the borough.

The annual Seven Fields Community Carnival will take place from June 6 to 8, with food trucks and live music. Council voted to purchase a fireworks display from Pyrotecnico for $10,500. The display will take place June 8.

The borough's Beer and Wine Festival will also return and is scheduled for July 13. Smith said live music is being sought for that event as well.
