[naviga:h3]Prosecutors outline death penalty in synagogue killings[/naviga:h3]

PITTSBURGH — Federal prosecutors are outlining the steps they will take as they decide whether to seek the death penalty against the suspect in the Pittsburgh synagogue massacre.

In a court filing, the U.S. attorney’s office in Pittsburgh provided details of the review process. It’s expected to last several months. The final decision rests with the U.S. Attorney General.

Prosecutors say Robert Bowers shot and killed 11 congregants and wounded six at Tree of Life synagogue. It was the deadliest attack on Jews in U.S. history.

The death penalty review was mentioned Tuesday during a status conference in the case. Bowers wasn’t in court.

Authorities say Bowers raged against Jews during and after the Oct. 27 rampage. He has pleaded not guilty to federal hate crimes.

Thirty-two of the 44 counts carry a maximum penalty of death.

[naviga:h3]Democrat submits papers in residency dispute with Senate[/naviga:h3]

HARRISBURG — Lawyers for a woman newly elected to Pennsylvania’s Senate say documents they submitted to the top Republican senator should address any concerns that she doesn’t meet residency requirements to serve in the chamber.

Democrat Lindsey Williams’ lawyers submitted a 97-page package Monday to Senate President Pro Tempore Joe Scarnati, whose office is reviewing it.

Republicans are threatening to bar Williams from taking her seat. That could force a special election and give Republicans another shot at keeping the Pittsburgh-area seat that Williams won narrowly in November’s election.

In the paperwork, Williams’ lawyers contend that she had begun staying with Pittsburgh-area friends in time to meet a constitutional requirement that senators be “citizens and inhabitants” of Pennsylvania for four years before they’re elected.

Williams, a Pennsylvania native, was moving from Maryland.
