BETHESDA, Md. — Hebert De Rienzo was driving his fiancee to work on Tuesday when he noticed fallen leaves beginning to swirl. Then he saw the mud and rocks. Suddenly a wave of water barreled down the street, pushing cars sideways and drenching his small hatchback.

De Rienzo tried to turn around, but there wasn't enough time. His car began filling with ice-cold water and started rocking.

"We couldn't open the windows because the water would come through," he said. "We were scared."

Nine people were rescued — some by helicopter and boat — after a massive water main ruptured, sending a torrent of water down River Road in suburban Washington, flooding the street with 4 feet of water.

It was not immediately clear what caused the 5Z\x-feet wide pipe to burst. Temperature, age and other factors can contribute to water main breaks.

Shooting suspect is ex-Utah trooper

DALLAS — A man suspected in a series of rush-hour shootings near Dallas is a former Utah state trooper wanted on burglary and robbery warrants who apparently shot himself after a standoff with police, authorities said Tuesday.

Brian Smith, 37, killed at least one of the victims of Monday's shootings, police Lt. Craig Miller said. Investigators linked Smith to a killing in Dallas by matching the bullets found at the standoff, he said.

"We feel safe in saying (Smith) ... was the shooter," Miller said.

Dallas police declined to comment on a second death in neighboring Garland, where the standoff took place, because it was out of their jurisdiction.

Two people were shot and killed and another was injured by broken glass in four shootings along or near a Dallas-area highway Monday evening. Police believe the victims were selected at random.

Smith was in critical condition Tuesday night at a Dallas hospital from a self-inflicted gunshot wound.

He locked the door of his Madison Avenue office and apparently swallowed sleeping pills and slashed his wrists with a box cutter, police said.A security guard found his body Tuesday morning, next to a garbage can placed to catch the blood.The bloody scene marked a grisly turn in the Madoff scandal in which money managers and investors were ensnared in an alleged $50 billion Ponzi scheme. De la Villehuchet is believed to have lost about $1.4 billion to Madoff.No suicide note was found, said NYPD spokesman Paul Browne.

WHEATON, Md. — Montgomery County police say one person has been shot outside a Macy's department store at a suburban Washington shopping mall. A second person was hit by glass.Police spokeswoman Blanca Kling says the person was shot during an altercation outside Westfield Mall about 5 p.m. Tuesday. Montgomery County police Lt. Paul Starks tells The Washington Post that the gunman then entered Macy's and shot at a police officer.Neither the officer nor shoppers were believed to have been hurt.Police say they have suspects, but have made no arrests. Macy's is cooperating with police.
