Mars looks into paving project behind Rite Aid

MARS — Addressing correspondence sent by a Grand Avenue business, borough council discussed paving plans during a meeting Monday night.

“Rite Aid's ... sending letters to us with concerns for the parking lot back there,” said Mike Fleming, council president.

Fleming told council the borough is probably ready to start planning the specifications for paving the parking area behind Rite Aid along West Railroad Avenue toward Marshall Way.

“We'll probably, where we can, if it's appropriate, take the asphalt up ... to the buildings,” Fleming said.

Fleming said part of the process is getting a current usage agreement from property owners who would be affected by the project.

These would outline the borough's responsibility when it comes to covering the real estate tax on the community parking property.

The borough has said it will cover those property costs, according to Fleming.

“On the vacant portion only, that encompasses the community parking,” Fleming said. “Not what's underneath their building.”

Fleming said having updated copies of usage agreements will help with project planning.

Although there's no formal timeline, Fleming said it will likely be at least two months after getting the project specifications before paving can begin and costs can be determined.

“We intend to have it paved this construction season,” Fleming said. “If it (doesn't) happen, then it obviously rolls into the next construction season.”

Fleming said the borough will need to pave other borough streets soon too.

In the meantime, the borough rented an asphalt hotbox for July to begin filling potholes around town.

Councilman Brad Price also suggested that council look into moving dumpsters placed along Grand Avenue together in one area.

“Just so that it's a little more (pleasing to the eye),” Price said.
