Police seek man in gun incident

A man is accused of pulling out a handgun during a confrontation with another man apparently over the revving of a motorcycle on a Butler street this week, authorities said.

No injuries were reported.

City police Thursday obtained an arrest warrant for 23-year-old James L. Francis on a felony charge of possession of a firearm without a carry license. He also is charged with terroristic threats, reckless endangerment, being a habitual offender for driving with a suspended license, and disorderly conduct, all misdemeanors.

A call for a man brandishing a gun about 4 p.m. Monday sent officers to the 200 block of Franklin Street, where they found the alleged victim, a 47-year-old Summit Township man, police said.

The victim told police that he was doing plumbing work at a home when a man on a street bike-style motorcycle drove up and revved the engine. The other man recounted that he threw his hands up, police said, as a way to show his displeasure.

The suspect again revved the engine, and the victim threw up his hands a second time. This time, police said, the defendant directed a middle finger at the other man, before getting off the cycle and approaching him.

The men exchanged words, police said. The victim told police that the suspect, later identified as Francis, removed a handgun from his waistband. After more words were traded, Francis put the gun back in his waistband.

The other man tried to grab Francis, who in turn allegedly attempted to hit the victim with his helmet. The victim admitted that he then took a swing at the suspect with his right hand, police said, but missed.

Francis allegedly tried to hit the other man with his helmet, but also missed. He subsequently drove away.

Officers said they later found a neighbor who provided police with video of the incident from his home's surveillance system. The video corroborated the victim's account, police said.

The investigation subsequently led to Francis' identification. Police said they checked with the county sheriff's office and learned that the Francis does not have a concealed carry permit.
