Man accused of fraud in roof job

An Armstrong County man is accused of taking more than $3,600 for a roof project in Center Township last year that he did not complete.

State police Thursday obtained an arrest warrant for Kenneth R. Schaeffer, 57, of Kittanning on felony charges of home improvement fraud and theft by deception.

The alleged victim told authorities that he hired Schaeffer in September to repair the roof at his home on Holyoke Road, police said. He gave the defendant a check for $3,666.67, which was cashed Oct. 13, 2019.

But the project was never finished. The homeowner between Nov. 11 and March 7 contacted Schaeffer multiple times to inquire about the work. But Schaeffer “kept postponing the project for various reasons,” police said.

On March 20, the investigating trooper contacted Schaeffer by telephone. The defendant assured the trooper that he would reimburse the victim by the end of that week, police said.

But on April 22, the homeowner advised police that he still had not been paid back.

The trooper said he tried calling Schaeffer again May 8 but was unable to reach him, and a message left by voicemail was never returned.

The Butler Eagle could not reach Schaeffer for comment.
