Pair sentenced for selling drugs

Heroin, crack found in raid

A Philadelphia man and his co-defendant were sentenced Thursday to more than a year in jail for selling heroin and crack cocaine.

Quendell Mauri Owens, 25, and Mandi L. Gipson, 32, of Butler were arrested in October after police raided an Old Planks Estate apartment that they were in. Owens and Gipson faced a number of drug-related charges, and earlier this month Owens accepted a deal and pleaded guilty to one distribution charge, while prosecutors dropped the other charges. On July 2, Gipson pleaded no contest to a criminal conspiracy charge of drug distribution.

Judge Timothy McCune sentenced Owens to 14 to 46 months in jail and gave him credit for time already served since his arrest. He also must pay a $100 fine.

Gipson was sentenced to 14 to 36 months in jail followed by one year of probation. She received credit for time already served.

During the October raid, police also arrested Vakie Ionic Knight, 27. Knight faces his own charges related to drug distribution. Knight entered a deal on July 9, pleading no contest to two charges of possession of a controlled substance. Knight hasn't been sentenced.

The police action was the result of an investigation into drug distribution, according to Detective Timothy Fennell of the Butler County District Attorney's Drug Task Force. The group investigated the apartment on Old Plank Road and led the raid with assistance from Butler Township Police.

According to earlier court testimony, the apartment belonged to Gipson and Knight, and Owens used the apartment for drug operations. Owens was found in one of the bedrooms at the time of his arrest.

Police found 24 grams of crack cocaine, four stamp bags of heroin and 12 capsules of what they believed at the time was heroin during the raid, according to court documents. Investigators estimated the value of the crack cocaine at $2,000. The capsules later tested negative for heroin and likely were colon dietary supplements, according to previous court testimony.

During Thursday's sentencing, Gipson was sentenced to 9 to 36 months in an unrelated case for possession with intent to deliver. Gipson was charged in that case Feb. 1. She was immediately paroled. Her two sentences run simultaneously.
