City traffic stop results in drug charges for Pittsburgh man

A Pittsburgh man is jailed on $100,000 bail after state police say they found evidence that he had been in possession of 500 stamp bags of suspected heroin.

Andrew L. Small, 33, faces felony and misdemeanor drug charges stemming from the arrest Friday in Butler.

A patrol trooper came upon Small following a traffic stop about 12:30 a.m. Police said they stopped Small after he did not use his turn signal at West Locust and North Jackson streets.

The trooper smelled marijuana coming from the car, and the defendant admitted that he had the drug in the trunk, according to charging documents.

Police said they conducted a pat-down search of Small and found him carrying $536 in currency.

A search of the car's trunk turned up a cellophane bag containing suspected marijuana, documents said.

A blue plastic bag in the trunk's right compartment also caught the trooper's eye. The bag contained a package that appeared to have contained stamp bags of heroin.

“The total amount of suspected heroin bags contained in the package,” documents said, “would be 500 individual stamp bags.”

The number of glassine bags found, however, was not indicated. Police also apparently seized two cell phones from the car.

District Judge Lewis Stoughton arraigned Small on a felony charge of possession with intent to deliver a controlled substance and misdemeanor charges of possession of a controlled substance and drug paraphernalia, and possession of a small amount of marijuana.

He also is charged with not using turn signals.
