Woman accused of hindering arrest of suspect

Man charged with homicide

CHICORA — A young woman is headed for trial for allegedly concealing from police the whereabouts of her fugitive boyfriend wanted for homicide.

State police said when they finally captured Alec D. Miller, 19, of Oakland Township, the target of an extensive manhunt, Lamaria M. Franklin, 20, of Winfield Township was with him March 21 at a Venango County apartment.

The day before, according to testimony at Franklin's preliminary hearing Tuesday, she told investigators that she had broken off contact with Miller the morning of March 20.

District Judge Lewis Stoughton of Chicora ordered Franklin held for court on a felony charge of hindering apprehension or prosecution.

She remains in the Butler County Prison on $100,000 bail. Miller is there, too, but without bail on a general count of homicide in the March 19 shooting death of 23-year-old Maximillian W. Halterman at the older man's rental home in Oakland Township.

The two men lived just three homes away on the same road. Investigators believe the shooting happened between 7 and 8 p.m.

But police did not discover Halterman's body until they got a 911 call about 7:15 a.m. March 20.

It apparently did not take long for Miller to emerge as a suspect. Prosecutors believe drugs are at least one of the motives behind the shooting.

While police conducted their investigation March 20, they learned that Franklin was “dating” Miller, testified Trooper Max DeLuca at Tuesday's hearing.

“Once we obtained a warrant for Mr. Miller,” he said, “we were looking for him and pulled in Lamaria Franklin to question her about his whereabouts.”

She eventually appeared at the barracks in Butler Township for a police interview about 7:20 p.m.

She told police that she last saw Miller about 5 a.m. March 20.

“During the interview,” DeLuca said, “we told her we had obtained a warrant for Mr. Miller's arrest and let her know that if she knew of his whereabouts she needed to tell us.”

Police released Franklin following the interview.

But investigators later obtained surveillance video that they say showed her with Miller after she claimed was their last meeting.

According to court documents, the video showed the couple at 7:15 a.m. March 20 at a convenience store in Venango County.

“Her statement was they last saw each other in Butler City at the Sunoco,” DeLuca said, “which is corroborated through video surveillance which we have.”

The video showed them there between 5 and 6 a.m.

Police said they arrested Miller about 1 p.m. March 21 at an apartment in Franklin.

The apartment, DeLuca told Franklin's court-appointed attorney Joel Hills, is rented by “your client's father's girlfriend.”

Laura Pitchford, a county assistant district attorney, made an additional point when she asked Stoughton to bind Franklin over for trial.

“She was found in the apartment with Mr. Miller when he was apprehended,” Pitchford said.

Miller's preliminary hearing was continued until May 7 to allow him more time to find an attorney.

Also postponed Tuesday was the preliminary hearing for Robbie L. Dunbar Jr., 27, of Butler, who police say drove Miller to an address on Jefferson Street in Butler after the homicide “in order to conceal him.”

Dunbar, too, is charged with hindering apprehension or prosecution. His hearing is set for April 30. He is in the county prison on $25,000 bail.
