Monday — Ryan Z. Wilson, 27, of Butler was charged with shoplifting $3,238 in merchandise on Dec. 14, 15 and 16 at the Walmart at Butler Commons. He is charged with felony counts of retail theft, conspiracy and receiving stolen property.

Police also cited Wilson for driving with a suspended license.

Monday — William M. Mesko, 52, of New Castle was charged in connection with a shoplifting incident last month at the Butler Commons Walmart.

Mesko is accused of attempting to steal groceries and a television about 2:15 p.m. Dec. 20. The items are worth a combined $660.27. He is charged with a felony count of retail theft. He also was cited for driving with a suspended license.

Monday — Police charged Robert W. Bryant, 34, and Jessica L. Piwonski, 37, both of Butler with defiant trespass after they were caught Oct. 20 at the Butler Commons Walmart where they had each been previously barred.

10 a.m. Sunday — A sport utility vehicle driven by Peyton N. Mellish, 25, of Butler struck a ditch on Old East Butler Road in East Butler. She was cited for driving too fast for conditions and driving on the wrong side of the road.

7:56 p.m. Saturday — Lydia M. Songer, 23, of Wexford lost control of her car and struck a Jersey barrier on Interstate 79 in Muddy Creek Township.

7:52 p.m. Saturday — A car driven by Mariah R. Keller, 26, of New Castle collided with a pickup truck on the Interstate 79 off-ramp at exit 96 in Muddy Creek Township. David R. Brooker, 58, of Oil City, Venango County was the other driver.

Police cited Keller for driving at an unsafe speed.

3:23 a.m. Saturday — A car driven by Richard T. Boscia, 24, of West Sunbury struck two utility poles and a mailbox along Unionville Road in Franklin Township. The car ended overturned on its driver’s side.

Police cited Boscia for disregarding traffic lanes.

Thursday — Kirsten A. Kelminsky, 36, of Chicora was charged with possession of marijuana and other contraband in connection with a November traffic stop in Butler. She was pulled over on Nov. 23 at East Cunningham and South Cliff streets for having a suspended registration.

Police said they smelled marijuana smoke coming from Kelminsky’s car, according to court documents, and searched the vehicle. A container of suspected marijuana was found in the driver’s door and a marijuana pipe was found in the center console.

Kelminsky is charged with possession of a small amount of marijuana and drug paraphernalia, driving a vehicle with a suspended registration and driving without insurance.

Wednesday — James A. Cogley, 40, of Butler Township was charged with drugged driving stemming from a traffic stop last month in Summit Township. Police said he was stopped around 1:05 a.m. Dec. 22 at East Butler and Mitchell Hill roads after they ran the license plate number and learned the owner of the vehicle was wanted on a warrant.

Cogley failed field sobriety tests and was taken to Butler Memorial Hospital for a blood test. Toxicology results showed he had cocaine, morphine and fentanyl in his system, according to court documents.

He is charged with driving under the influence of a controlled substance, driving with a suspended license, driving without a license, careless driving and a seat belt violation.

Wednesday — Joshua R. Lasher, 27, of Clearfield Township was charged with drunken driving in connection with a traffic stop last month in Clearfield Township.

Lasher was stopped around 1:30 a.m. Dec. 23 on the 600 block of South Clearfield Road after police saw his car cross the double yellow line, according to court documents.

Police eventually took him to the barracks for a breath test after field sobriety testing indicated that he was impaired. The breath test showed his blood-alcohol level was 0.126 percent. A level of 0.08 percent is considered intoxicated under state law.

Lasher is charged with DUI, failing to keep right and disregarding traffic lanes.

Jan. 8 — Police charged Jeffrey A. Goughler, 41, of Oil City, Venango County, with having heroin following a drugged driving arrest last month in Cranberry Township. Goughler was stopped for a traffic violation around 1:30 p.m. Dec. 19 on Interstate 79.

He is charged with driving under the influence of a controlled substance, possession of a controlled substance and drug paraphernalia, driving with improper sunscreening and driving with unsafe equipment.

Goughler’s passenger, Misty Ann Cummings, 40, of Oil City, is also charged with possession of a controlled substance and drug paraphernalia.

Jan. 7 — Police charged Angela M. Cipolla, 20, of Erie with drugged driving in connection with a November traffic stop on North Main Street Extension in Slippery Rock. Police said they stopped her around 12:40 a.m. Nov. 24 while responding to a call regarding an assault.

Cipolla admitted that she had smoked marijuana before driving, according to court documents. She was searched and found with about 10 grams of suspected marijuana. In her purse, police found a marijuana grinder.

She failed field sobriety tests and was taken to Grove City Medical Center for a blood test. Toxicology results showed she had marijuana in her system.

In addition to driving under the influence of a controlled substance, Cipolla is charged with possession of a small amount of marijuana and drug paraphernalia.

[naviga:h3]State Police, Punxsutawney[/naviga:h3]

Friday — The state police Bureau of Liquor Control Enforcement cited Patron Mexican Grill on Route 228 in Cranberry Township for violating the state liquor law between Oct. 11 and Dec. 5 by failing to have its board-approved manager complete Responsible Alcohol Management Program training.

RAMP was designed to train beverage alcohol licensees and servers on responsible service, including detection of false IDs, prevention of underage drinking, prevention of serving visibly intoxicated patrons and developing designated driver programs. An administrative law judge will hear the case.
