Brogan aided PASSHE

Your editorial regarding Chancellor Frank Brogan’s tenure as head of Pennsylvania’s State System of Higher Education (“Frank Brogan’s legacy: a tale of two state systems,” July 19) not only fails to recognize his accomplishments, but also misrepresents the findings of the consultant hired to conduct a strategic review of the system and its 14 member universities.

Before Chancellor Brogan arrived, the system had seen years of declining state support. During his tenure, that turned around thanks to advocacy efforts of the system and stakeholders that helped secure three straight years of increased funding supported by both Gov. Tom Wolf and the General Assembly.

Under the chancellor’s leadership, the universities now have greater control over their academic programs; have tools to better identify student and employer needs as they realign their curriculum for the future; and offer more online programs to provide greater access and flexibility to students.

Additionally, the recommendations from the consultant who conducted the strategic system review do not criticize the chancellor or any other individuals. Instead, they point to the system’s governance structure that needs to be revamped — the roles and responsibilities of the board, the chancellor, trustees and presidents. That is an important distinction and is very different from your representation.

Because of the action taken by the chancellor and the board, we now have the opportunity to make the changes necessary to assure the system’s future and its ability to continue to provide high-quality, high-value educational opportunities to students. We are eternally grateful to Chancellor Brogan for helping put us on that path.
