Police: Man admitted touching young girl

BRUIN — A 62-year-old Clarion County man was arrested Tuesday on charges he molested a young girl nearly eight years ago in the borough.

The defendant, Phillip A. Libecco of Rimersburg, admitted to touching the girl's genitals, investigators said.

District Judge Lewis Stoughton arraigned Libecco on a felony charge of aggravated indecent assault of a person less than 13 years old, and misdemeanor charges of indecent assault of a person less than 13, child endangerment and corruption of minors.

The defendant is free on $50,000 unsecured bail while awaiting his preliminary hearing June 20 at Stoughton's office in Chicora.

“He touched me,” the alleged victim, who is now 14, told a representative of the Alliance For Children, an advocacy center for child abuse victims, during an April 24 interview, according to court documents.

Libecco, the girl recounted, placed one of his hands down her pants as she pretended to be asleep while at a home in Bruin in 2009.

Trooper Max DeLuca, who investigated the case, said authorities only recently learned of the allegations after a family member of the accuser called ChildLine, a statewide child abuse hot line.

DeLuca on May 17 at the Clarion barracks interviewed the defendant, who corroborated the child's account.

Libecco could not be reached for comment and it wasn't immediately known if he has an attorney.
