Seven Fields zoning rules to be adjusted

SEVEN FIELDS — Officials are looking to adjust some zoning ordinances just more than a year after an overhaul.

Borough engineer John Balewski of Mackin Engineering said at the council meeting Monday that a few issues have come up in the last year after a review of all of the zoning ordinances in 2015. Balewski said the issues involved “things that fell through the cracks or got removed accidentally.”

The borough adopted a comprehensive land use plan in November 2015 after a committee reviewed all existing ordinances to make sure they were up-to-date and in line with the Pennsylvania Municipalities Planning Code, said borough manager Tom Smith.

However since then officials have discovered areas that are too vague or things that had been mistakenly left out, like regulations on fencing, parking and satellite dishes.

Resident Chris Heaton attended the meeting Monday night to discuss chain-link fence after the zoning ordinance left him unsure of what was allowed. Heaton said he and his wife wanted to put up split-rail fence with vinyl-coated chain-link fence on the inside to keep their dogs in their yard.

Under the current rule, chain-link fence is not allowed under the regulations, but a resident could use agricultural fence like chicken wire if they wanted to, the engineer said.

Tom Smith, Seven Fields borough manager, said a legal ad with the proposed changes will go before the council for approval at its April 10 meeting. A public hearing on the ordinance changes likely will be held before the council’s May meeting, he said.
